Program overview
Program mission:
The mission of Media Program is to ensure freedom of press and the rights of citizens to information which directly relates to Moldova’s objectives to join the European Union and concrete steps which are taken to foster democracy.
The goal of the Media Program is to contribute to the development of an open, participatory, pluralistic and value-based society in Republic of Moldova. This objective is attained through the organization, support and financing of activities aimed at encourage the development of the media sector.
Activities within the program are targeted to support media institutions, access to information, improving the specialized education, monitoring the activity of the broadcasting institutions, legislation improvement of media activity and development of a healthy environment for citizen informing.
The strategic activity directions developed for 2009-2011 aim to contribute to the implementation of democratic standards related to the freedom of the press, modernization and professionalization of media outlets in the Republic of Moldova through: adjusting the national legal framework to international standards, monitoring processes in the media sector, analyzing the media status and its trends and supporting reforms in the media sector.
Program objectives:
- To advocate for cooperation between legislative bodies and the civil society in adjusting the legal framework pertaining to the national media to international standards and strengthen protection of journalists against prosecution, trial for libel, slander, and incitement of ethnic hatred.
- To promote values inherent to a Public Broadcasting Service and to strengthen the capacity of the civil society to promote institutional reforms by setting up mechanisms and methodologies of public control over the public company’s broadcast.
- To support the regional independent stations’ networks in developing flexible survival strategies by increasing the quality of news and programs, implementing advertising strategies, developing close, cohesive collaborative relationships with other stakeholders.
- To employ informational resources provided by the local radio stations’ networks in order to break the informational isolation of ethno-social groups from the Transnistrian region.
- To promote the advantages of new technologies, to provide training the media staff and to support the development of a viable and efficient strategic and legal framework for the digitalization process in Moldova.
In order to achieve these goals, the Media Program will be built exclusively upon the values of democracy, open society and the rule of law.
For 2009-2011 the Media Program determined its strategic directions:
- Improvement of legal conditions of functioning of media institutions, monitoring the activity of media organizations and cases of freedom of press infringements;
- Consolidation of the National Broadcasting Company as an independent public service;
- Development of the independent press and framework improvement (support of local independent media institutions);
- Promoting the advantages of new broadcasting technologies and the need to develop a legal framework on digitalization which will exclude monopolization and corporate control so that the rights for objective informing of the population are fully guaranteed.
