Enhancing Regional Broadcast Media Network’s Capacity to Report on Issues of Public and Community Interest project

In the context of its social mission, the Media Program of the Soros Foundation Moldova in partnership with the International Swedish Agency for Development (Sida) implemented a three year project between 2006-2009 on Strengthening Good Governance via Support for Independent Media Development. As a result, a radio and a TV network comprised of 11 and 13 stations respectively was drawn up.

The Soros Foundation Moldova signed a partnership agreement with the International Swedish Agency for Development (Sida) regarding the implementation of a complex activity program for Improving Good Governance in Moldova Through Increased Public Participation.

The partnership agreement is established for a 3 year period: December 2009 – January 2012, and includes the following 3 components: Bridging the gap between people and government, Empowering women to participate in community life and Enhancing regional broadcast media network’s capacity to report on issues of public and community interest. The Media Program is responsible for the implementation of the later. The goal of the program is to strengthen good and democratic governance in Moldova through increased public participation in decision-making processes at local and national levels and promotion of social inclusion policies for all groups of individuals.

Project Objectives:

  • Renew radio and TV network members;
  • Technically assist stations and support them in achieving their goals;
  • Diversify the broadcast of local network member-stations by getting local journalists involved in the activity of the central production studio, thus ensuring national broadcasting;
  • Training of member stations in production of current news and community-interest programs and debates;
  • Strengthen the capacity of the network of regional broadcasters to produce qualitative programs on issues of public and community concern;
  • Monitor the activity of networks’ members;
  • Strengthen the capacity of the Regional Professional Broadcasters’ Association to manage and support professionally the network of regional broadcasters;
  • Enhance the independence, pluralism, diversity and professionalism of the regional media, therefore sustaining a participatory democracy.
Local radio/TV stations will ensure the efficient functioning of the Networks by:
  • Organizing and carrying out periodical work meetings of networks’ meetings;
  • Setting up a central production studio and participating in the production of materials and programs which will contribute to the diversification of stations’ broadcast;
  • Continuingly improving the quality of sound and image;
  • Diversifying broadcast by actively participation in exchanges within networks;
  • Implementing theory and skills into practice;
  • Developing news and programs on community issues, debates;
  • Monitoring own activity by every radio and TV station;
  • Cooperating between network members.
Expected results:
  • Increase in the management capacity of every station;
  • A qualitative, community-oriented and diverse informational product;
  • Audience increase in the rural areas where radio and TV stations broadcast;
  • Increased interrelation between project participants in exchanging knowledge, experiences, programs which aims at solving mutual challenges and develop the associative sector;
  • Elaboration of a clear concept of integration of regional broadcasters into the National Plan of terrestrial digitalization.
