Access to Information

In the access to information area the Law Program focuses on ensuring public participation in decision-making and effective access to information. This area is reflected by component 1.2. of the "Improving Good Governance in Moldova through Increased Public Participation" project finance by the Swedish International Development Cooperation Agency (Sida).

For empowering the population and improving good governance at local, raion and central levels, the project will seek to create a uniform regulatory and managerial framework for an efficient implementation of the law on access to information and the law on transparency in decision-making processes. The project will develop a diverse system of procedures and mechanisms for engaging the public in decision-making processes in 15 pilot communities, in order to demonstrate on the basis of "life" examples the possibilities and the benefits of public’s engagement in decision-making. After the pilot period, these practices will be disseminated throughout the country. The project will target two major beneficiaries: the public authorities - to build their capacity and understanding of the benefits of being transparent and involve the public in decision making, and the population - to build their capacity and interest in engaging in decision making process that affect their lives. The project will produce a series of tools for the public authorities and the population on effective engagement in the decision – making process and will have a pool of trained public officials and interested citizens to participate in decision – making processes. The project will build the interest and the capacity of engagement in local decision-making, which in the longer term will influence positively central authorities as well. The project will also produce recommendations for unifying the national case-law in the field of public participation and access to information.

This part of the project will be implemented by Access Info NGO.
