Human Rights Monitoring
Beginning with August 2009, the Law Program of the Soros Foundation Moldova initiated the “Needs Assessment and Capacity Building for the Moldovan Human Rights NGOs” project meant to assess the capacity needs of human rights NGOs in Moldova and to launch an up to two years capacity building and human rights monitoring exercise. In October- December 2009, the selected consultant prepared the methodology to select and assess the needs and capacities of targeted NGOs. The consultant applied a mix of assessment techniques which led leading to the production of an assessment report submitted in its final form on December 17, 2009.
In 2010 the Program will focus on strengthening the civil society’s capacity in carrying out professional human rights monitoring and engaging in the policy making process by:
- Organizing a roundtable to discuss the outcomes of the evaluation and develop strategies to increase the civil society’s abilities to monitor and react to human rights violations. These might require capacity – building for certain individuals/organizations, creating informal coalitions on certain issues, even creating new organizations or groups of individuals, as need may be,
- Organizing a series of continuous trainings for the selected individuals/NGOs on human rights monitoring and effective advocacy techniques,
- Supporting NGOs specialized in monitoring freedom of information, expression and association,
Through these activities the Law Program will seek to also enhance its in-house monitoring and advocacy skills.
