Harm Reduction
The goal of the Harm Reduction Program is to reduce the negative medical, social and economic effects associated to injecting drug use and unprotected sex practices, thus preventing the spread of HIV and sexually transmissible infection (STI) among vulnerable population groups (injecting drug users, commercial sex workers, men having sex with men, inmates, migrants etc.)
As a partner institution of the Ministry of Health in implementing the TB/AIDS Program and the AIDS Control Project, the Soros Foundation - Moldova plays the role of NGO facilitator in implementing projects to fight and reduce the incidence of HIV/AIDS and STI. The program activities are financially supported by the Global Fund to fight AIDS, TB and Malaria and the OSI NY.
Harm Reduction Program combines a grant giving program and operational programs (directly administered by SFM).
During 2010 the program
- will continue to support the projects based on Harm Reduction Strategy, including in penitentiary institutions
- will provide organizational and professional capacity building trainings to projects' personnel
- will offer support to develop harm reduction related policies
- will provide informational materials to be distributed by the organizations implementing activities based on Harm Reduction Strategy
- will provide technical assistance to methadone substitution therapy (MST) programs by offering support in retraining specialists involved in MST programs delivery and assistance in monitoring the quality level of the treatment within the MST programs.
