Pilot-Project "Visions on Cultural Policy of Moldova: from changes to sustainability"

In the context of its social mission, the Cultural Policy Program of the Soros Foundation-Moldova in cooperation with the European Cultural Foundation, Amsterdam is developing the project "Visions on Cultural Policy for Moldova: from changes to sustainability".

The Project’s objectives are as follows:

  • To draft some initial policy visions and concrete practical measures for cultural development in Moldova, which are collected, conceived and commonly accepted/shared by all leading stakeholders in the cultural field;
  • To set up a task force/working group comprising cultural managers and decision-makers who will promote current needs and interests of the cultural sector and advocate for them at all relevant policy levels;
  • To develop training and capacity building programs and tools/services gradually serving all relevant stakeholders in Moldova’s cultural sector;
  • To build up a group of culture professionals as local;
  • To build up a group of culture professionals as local trainers/consultants/experts who shall develop and implement future training- and consulting programs in Moldova, which among other shall serve the professionalization of cultural managers dealing with strategic planning,
  • organizational development, fundraising, etc., but also shall address cultural administrators in the provinces and executives at all decision-making levels concerning culture;
  • To build up the web portal www.cultura.md;

In 2009 the development process of the website structure and the preparation of the materials have continued, under the supervision of Victoria TCACENCO, university lecturer.
The collaboration with the web design company DeePlace ("Slavans-Grafica" Ltd) continued and included debating, editing of the last version of the web site map, participation in the training organized by Deeplace on web content management, editing, usage of advertising resources and other issues pertaining to web portal functioning.

A series of activities were carried out within the pilot-project: roundtables; public debates aimed at getting the civil society involved in identifying and promoting strategic ideas concerning cultural development in Moldova; meetings of expert groups structured by areas; analysis and research; etc. All these activities were oriented towards increasing the awareness of the stakeholders from the cultural field regarding current problems, the development and implementation of new cultural strategies aimed at improving the legal framework, cultural decentralization, supporting the implementation of new models of cultural activity and fostering collaboration between decision-makers, cultural stakeholders and the related segment of civil society.

Within the pilot-project, the book "Vision on Cultural Policy of Moldova: from changes to sustainability" (download here) was published with support from Soros Foundation Moldova and ECF. The book paves the ground for the capacity building process in the cultural sector of the Republic of Moldova and reflects the results of a series of activities carried out within the multi-year project. These include:

  • The organization of five round tables, with representatives of performing art, visual art, literature, cultural industries and houses of culture involving cultural administrators both from big cities and provinces, leaders of state cultural organizations, the private sector, the third sector (non-governmental organizations in the cultural sector), executives at different decision-making levels in culture
  • The organization of a 3-day long international conference entitled "Visions on cultural development in the Republic of Moldova" which gathered representatives of the cultural sector, public administrations, policy-makers, local and international experts, business and other relevant stakeholders. The conference included public debates, lectures held by experts and practitioners, workshops, drafting of concrete proposals and presentation of platforms for innovative ideas on cultural policy in the Republic of Moldova.

These debates and discussions which took the form of thematic workshops generated innovative ideas which support the development of public policies in the Republic of Moldova and generally speaking, the book represents the first attempt in joining artists and officials of cultural institutions to elaborate efficient and viable strategies based on the key role culture plays in changing the social and economic climate of the country.

The book was disbursed free of charge within the first Cultural Congress in the Republic of Moldova which took place in the Palace of the Republic on December 12 2009.

The project is going to be finalized by September 1 2010.
